For this reason, regrettably, word about Sunday's meeting with the Steering Committee is going out later than hoped. Luckily KPFA has been announcing the event on-air. This Sundaỳs meeting with the Steering Committee is a GO. At least 2 members of the Committee (Robbie Osman and Kris Welch) will be here to get input on their proposed demands. Maybe more members. Maybe not. Affinity groups as well as individuals in the community will have the opportunity to speak.

The agenda is this:
Welcome and Introductions
Comments by the Steering Committee
Five minute presentations by affinity groups on the demands, with response from the Steering Committee
Two minute presentations by individuals in the community (whether involved in North Bay for KPFA or not) on the demands, with response.
Wrap Up

There are only a few days to gather together your groups, I realize! This has happened fast.

Here are the details of the event:
DATE: Sunday, October 10th
PLACE: New College of California, North Bay campus 99 6th Street (at Wilson), near Railroad Square Santa Rosa, California

TIME: 6:30 p.m. to 8:30 p.m.

COST: $1.00 suggested donation (to help pay for the rental fee at New College) However, no one will be turned away for lack of funds.

Could each affinity group let me know by email or phone if you plan to make a statement?
Remember: Affinity group statements on the Steering Committee demands will be limited to five minutes and the focus is on the demands.

2) FROM CAROL RE: THURSDAY ESCROW MEETING IN BERKELEY:
All -- I just got more information re the meeting in Berkeley on Thursday night. What they hope to do is hash out the final details and put the fund out as "sponsored" or "endorsed" by CdP, Friends of Free Speech Radio and NorthBay for KPFA, and some of the other groups around. I said that, because of our affinity group model, I did not know if we would be able to do that on such short notice. They apologize for the short notice, but "we're out of time." My personal opinion is that I am willing to empower someone to go on our behalf and to agree to put the NorthBay name on the fund as "endorsers" or "sponsors". I say this even though I will not give to the fund, personally. I believe people need this option in order to "vote their heart" so I don't oppose it. The information I have is that they plan to collect the funds and hold them until Pacifica management agrees in writing not to use the money for anything other than "programming" or "legitimate station expenses." They understand that this is a watered down version of what many people want -- but feel it is the best they can do, given many people's fears that Pacifica management will shut down the station. The idea is to "make a statement" with the money -- but, to give it to them anyway. Dear All (Again) -- Gregory just came home and said that we did endorse this idea in principle on Sunday. I guess whoever can go on Thursday is already "empowered".

4) SUMMARY OF THE PACIFICA SUPPORTERS ASSOCIATION:

PACIFICA SUPPORTERS ASSOCIATION

PURPOSE OF ORGANIZATION:
To promote the stated goals of the Pacifica Foundation
To democratize the Pacifica Foundation
PSA is a democratic listener's organization with a bank account.
The bank account may be used for collection of dues and donations to be directed by the membership

MEMBERSHIP:
Membership is open to all individuals who agree with the goals of the organization. Members may be required to pay dues and provide additional information

ORGANIZATION:
Formation of Council empowered to act on basis of majority vote to control organization's resources. Member designations for dues and contributions will be honored.

Elections based on proportional representation to be held at least every 12 months. Proportional representation may be modified to assure Inclusion of important constituencies such as those defined by geography, race, sex, age, etc.

Recall election of a council member may be called any time by 25% of those who voted for that member; 50% vote recalls the council member and allows for election of a replacement

A new general election can be called by 20% of the membership at any time.

Records (voting and financial) will be open except for when personal privacy needs must be respected; Council may go into closed session by 2/3 vote

Activities may be conducted electronically as long as full participation is guaranteed to those without computer/electronic access

Voice in the organization must be guaranteed for all members

All members must be able to communicate with each other

Amendments approved by 2/3 of the Council shall be submitted to general membership and will take effect upon receiving 2/3 of the membership vote. Dissolution follows the same procedure.

By-laws may be amended by a 60% vote of the electorate
